I think people use it as an introduction/welcome to newcomers, or things like that, that they don't want to have to put at the top of every blog posting

So! If I want to put a particlar picture at the head of every post.....how would I get that to happen?

That's not the same as a sticky post
You need to insert the HTML widget at the top of your page in design wizard, then insert your picture's html code into that (click on the spanner in the widget once you've got the widget in place) -
