Not so much biased as possibly a bit slow on the old buzzer. I understand with Taekwondo there are four judges, one in each corner. Each has a buzzer and must press it within ONE SECOND to record a hit. Three out of four judges must register each hit for it to count.
With some of the boxing bouts I've seen, if they have the same system, according to the commentators the judges may be a little punch-drunk!
I agree with Mr. Tom.
Totally unbiased - Very unlikely.
But for every judge biased against.
Another might score in ones favour.
Result overall .. an equitable score.
At least Id like to think so.

Totally: no. But very much so: yes. The rules tend to be laid out so that scope for opinion is reduced as well.
